Annual General Assembly
Warsaw, November 21, 2009
 
The annual General Assembly of the International Association of Sports Law for the year 2009 was convened in Warsaw, on November 20 (Hotel Sofitel Victoria, 17:00-18:00 hrs). The General Assembly, consisting of the fully paid-up members of the Association that were present in Warsaw, decided upon proposition of the Board of Directors on the following matters, as they were included in the Board Meeting Agenda that was already communicated to the IASL Board members by the IASL President, Dimitrios Panagiotopoulos.

The 2009 General Assembly decided upon the following:

I. General Information – IASL activities (2009)
The Body was informed about the activities of the Association in the year 2009, and approved them as follows:
1. A new, updated version of the IASL website;
2. Meetings and activities of IASL members: International Sports Law Conference (China University of Political Science and Law, Beijing, China, 5-9 January 2009), Sports Law Forum (Semmelweis University, Budapest, Hungary, 28th March 2009), IASL President –Moscomsport meeting in Moscow (21-24 May 2009);
3. IASL Publications: I.S.L.R. Pandektis, vol. 8, issues 1/2, and the Proceedings of the 14th IASL Congress (published by Nomiki Bibliothiki SA, Athens 2009);
4. IASL secretariat services on a frequent basis in Athens;
5. The official registration of the revised By-laws of our Association according to Greek law is expected to take place until summer 2010 the latest. The submitted proposals by Professor A. Nemes and the Hungarian Sport lawyers Association will be discussed afterwards.

II. Development and Promotion of the Association
The Body was informed that the following Proposals of the IASL President were introduced to the IASL Board of Directors and decided as follows:
1. Establishment of specific Task Committees to assume scientific and organizational activities (for more information on their members and directors see the respective section of the IASL website under (http://iasl.org/pages/en/about_iasl/committees.php);
2. Initiating efforts to put together a data-base with relevant information from the field of sports law, which will be hosted to the IASL website, as well as to accomplish a collective publication in the form of a global sports law “guide”;
3. Proposition to create an electronic newsletter/journal (e-LexSpo) [which will also include the composition of a special editorial board and a consultation procedure upon the contents of the journal];
4. Initiating posting of special sports law bibliography to the IASL website on a more frequent basis (as an assignment to one of the Task committees - IASL Scientific Committee);
5. Examining the conditions of some sort of co-operation – even participation of IASL to UNESCO (as NGO), as well as establishing some co-operation with National Sports Law Centers or University Institutes;
6. Organization of research programs – possibility of participation in post-graduate programs, seeking ways to initiate such a co-operation;
7. Organization of frequent IASL Board meetings in Athens.
8. Discussion on the issue of the IASL Scientific Committee, proposal by the IASL President to replace some members of the existing composition of the IASL Scientific Committee, approval of a new composition (this composition, however, may

III. Future IASL congresses – seminars
At this point the Body is informed about the Institutes that are going to host IASL future annual congresses, as these were approved by the Board of Directors. The Body is also informed about the preparations that have been undertaken by the local organizers so far. There will be efforts to co-ordinate the dates of the congresses, in order to be able to meet the conditions set by the IASL Statutes regarding the issue when the General Assembly is convened. The list of the host Institutes for the coming IASL congresses is:
1. IASL 16th International Congress (mid-October 2010): Seoul, South Korea (Prof. Kee-Young Yeun, President of the Korean Association of Sports and Entertainment Law) with the subject “International Sports Law: Lex Sportiva”;
2. IASL 17th International Congress (late September 2011): Moscow, Russia (Davidyants Vagan, CST Moscomsport);
3. IASL 18th International Congress (June 2012): Beijing, PRC (Professor Wang XiaoPing, Director of Sports Law Center, China University of Political Science and Law);
4. Possibility of the organization of the 1st IASL Symposium in Mallorca, Spain (2011, Ricardo Morte Ferrer, Lawyer) on the occasion of the establishment of the Institute of Sports Law in the Balearic Islands;
5. Adoption of a Regulation of the Conditions for the Organization of IASL Congresses (which will primarily contain provisions on the following matters: Criteria, Obligations of the organizing institution, Existence of a formal agreement between IASL and the organizers, Formal Commitment of the organizing institution); Jacek Foks, Davidyants Vagan and Ioannis Mournianakis will assume the drafting of this regulation and they will submit the final text to the Board of Directors for possible changes and approval.

IV. Financial data of the year 2009
The Body was informed about the financial situation of the Association and approved the budget and the financial report. The briefing included information on the following subjects: 
1. Description and explanation of the revenues and expenses of the Association for the time period November 2008-November 2009;
2. Number of fully paid-up members, initiating a procedure of sending the membership card by post to paid-up members of each year;
3. Application of a system of motives for IASL fully paid-up members, such as payment of only 50% of the normal registration fee for IASL congresses;
4. Davidyants Vagan has assumed responsibility for finding a way to attract funding to support the activities of the Association (through public or private sponsoring, funding possibilities in the framework of the Olympic solidarity, possibility of advertisements on our journals/newsletters or the IASL website, returning a percentage of the eventual profits of the organizers of IASL conferences, seminars etc. to the Association);
5. Information regarding the publication and distribution of the Proceedings of the IASL 14th congress and of the International Sports Law Review/Pandektis, Vol. VIII, iss. 1/2 (2009) – Price. Need to promote Pandektis – efforts to increase the number of subscriptions.

At this point the works of the General Assembly ended. The Presidency announced that all Members of the Association are invited to the 2010 annual congress that will take place in Seoul, South Korea.
